LSC Eligibility

Local School Councils are made up of principals, parents, community members, school staff members, and students. Most members are elected and some are appointed.

LSC Members

Elected LSCs in elementary schools K-8 consist of 13 voting members. The LSC membership for elementary schools serving K-6 will not have a student representative and remain at 12 members.
  • Principal - 1
  • Parent representatives - 6
  • Community representatives - 2
  • Teacher representatives - 2
  • Non-teacher staff representative - 1
  • Student representative - 3 (high schools)
 
Elected LSCs in high schools consist of 15 voting members:
  • Principal - 1
  • Parent representatives - 6
  • Student representatives -3
  • Community representatives - 2
  • Teacher representatives - 2
  • Non-teacher staff representative - 1
 
Parents and community members elect the parent and community representatives. School staff vote for teacher and non-teacher staff candidates to be appointed to those positions on the LSC by the Board. The composition of Appointed Local School Councils and Boards of Governors varies from the composition of elected LSCs.

LSC eligibility by member:

Principal

The principal, whether contractual, acting, or interim, is automatically a member of their school's LSC.

Parent Representative

A parent is eligible to serve as a parent representative if they:

  • Are the parent or legal guardian of a child currently enrolled in that school; and
  • Are not an employee of the Board.

Community Representative

A community member is eligible to serve as a community representative if they:

  • Are 17 years of age or older
  • Reside in the attendance area or voting district of that school
  • Are not the parent or legal guardian of a child currently enrolled at that school; and
  • Are not an employee of the Board.

Teacher Representative

A teacher is eligible to serve as a teacher representative if they:

  • Are employed full-time and assigned to a teaching position or a position for which qualifications as a teacher are required; and
  • Perform the majority of their employment duties at the attendance center.

Non-Teacher Representative

A non-teacher staff member is eligible to serve as a non-teacher staff representative if they:

  • Are employed full-time and assigned to a position for which qualifications as a teacher are not required; and
  • Perform the majority of his/her employment duties at the attendance center.
 

Student Representative

A student representative is eligible to serve on the LSC if they:
  • Are a full-time student and appear on the attendance roster at the school
  • Attends a school that serves a high school that serves 9th-12th grade and lower grades.
  • Attends a school serving students up to 8th grade
  • The student serves a one year term.
 

Additional LSC Information

  • Relatives of the principal are not eligible to serve on the LSC.
  • Individuals who have been convicted of certain felonies are not eligible to serve either permanently or for 10 years after the date of conviction. See the Criminal Conviction Disclosure Form at LSC Elections for more information.
  • LSC parent and community members may be seated immediately with FULL voting privileges pending the completion of their criminal background checks.
  • NOTE: Assistant Principals are not eligible to serve on an LSC.
